Complete Paperless Solutions (CPS) is proud to present the 2025 CPS Digital Transformation Award to the City of Camarillo in recognition of its leadership and commitment to modernizing information management through Laserfiche.


This award recognizes the entire City of Camarillo for taking a practical, results-driven approach to digital transformation—beginning with a critical backfile rescue initiative and expanding into a broader, forward-looking strategy for information accessibility, efficiency, and long-term governance.


The project is led by Mitchell Cameron, Director of Administrative Services and Chief Innovation Officer, whose vision and executive sponsorship helped ensure the initiative addressed both immediate operational needs and long-term organizational goals. The effort was supported by a highly engaged cross-functional team, including Carrie Weal, City Clerk; Stefanie Shidoosh, IS Analyst; and Tom Clock, IS Manager, whose collaboration and subject-matter expertise were instrumental in moving the project forward.

To meet aggressive timelines and ensure rapid progress, the City of Camarillo partnered with CPS and an additional scanning services provider to accelerate document conversion efforts. This collaborative approach allowed the city to move faster while maintaining consistency and control—demonstrating a clear commitment to getting the work done right and setting the stage for broader Laserfiche adoption.

This award celebrates not only a successful project, but a citywide commitment to building sustainable, trustworthy digital systems that support staff today and into the future.


About the Project

The City of Camarillo partnered with Complete Paperless Solutions to migrate from Questys to Laserfiche, beginning with a large-scale backfile conversion to preserve, improve accessibility, and enhance governance of legacy paper and scanned records.


What started as a time-sensitive backfile rescue evolved into a broader digital transformation initiative—one focused on establishing Laserfiche as the city’s long-term, enterprise content management platform. To accelerate progress and meet aggressive timelines, the city collaborated with CPS and an additional scanning services provider, enabling faster conversion while maintaining quality, consistency, and control.


Led by Mitchell Cameron, Director of Administrative Services and Chief Innovation Officer, and supported by Carrie Weal, City Clerk; Stefanie Shidoosh, IS Analyst; and Tom Clock, IS Manager, the project emphasized practical execution, cross-department coordination, and future-ready system design. The result is a stronger digital foundation that supports compliance, operational efficiency, and scalable innovation across the organization.
