Complete Paperless Solutions (CPS) is proud to present the 2025 CPS Digital Transformation Award to the City of Santa Clarita in recognition of its outstanding leadership in advancing digital services through Laserfiche.
This award honors the entire City of Santa Clarita for embracing an enterprise-wide approach to digital transformation—one that prioritizes usability, scalability, and long-term value for both staff and the community. The city’s work demonstrates how technology, when paired with strong internal ownership and cross-department collaboration, can significantly enhance government operations.
A key contributor to this success is Frankie Rios, IT Analyst for the City of Santa Clarita, whose hands-on leadership and deep understanding of both technical and operational needs helped guide the initiative from vision to execution. Frankie’s work was supported by a highly engaged IT team, including Ryan James, Benny Ives, and Ryan Drake, whose collective expertise and collaboration were instrumental in delivering tangible, measurable results for the organization.
“Santa Clarita exemplifies what digital transformation should look like in local government,” said Claude Schott, CFO of Complete Paperless Solutions. “This was not about technology for technology’s sake. Frankie and the city team focused on building Laserfiche Forms solutions that actually work for staff, scale across departments, and support long-term operational resilience. That kind of intentionality is what sets Santa Clarita apart.”

CPS is honored to partner with the City of Santa Clarita and recognizes the city’s commitment to innovation, operational excellence, and continuous improvement. This award celebrates not just a successful implementation, but a culture that embraces smart, sustainable change across the organization.
